ORA-00132: syntax error or unresolved network name ‘LISTENER_TEST2AT’

On starting a 3-node 11gR2 RAC database on linux using srvctrl start database/instance command gave the below error –

$ srvctl start instance -d testat -i test1at
PRCR-1079 : Failed to start resource ora.testat.db
CRS-5017: The resource action "ora.testat.db start" encountered the following error:
ORA-00119: invalid specification for system parameter LOCAL_LISTENER
ORA-00132: syntax error or unresolved network name 'LISTENER_TEST2AT'
. For details refer to "(:CLSN00107:)" in "/u01/app/oracle_crs/11.2.0.2/log/anand-lab/agent/crsd/oraagent_oracle/oraagent_oracle.log".

The error lead to check tnsnames.ora and tnsping for LISTENER_TEST2AT. All was fine.Did some more debugging and found TNS_ADMIN set.

$echo $TNS_ADMIN
/var/opt/oracle/

The tnsnames.ora, listener.ora and sqlnet.ora were present in /var/opt/oracle location. The issue was sqlnet.ora file was not present in $ORACLE_HOME/network/admin folder.Created symbolic link for sqlnet.ora in $ORACLE_HOME/network/admin

$ cd $ORACLE_HOME/network/admin/
$ ln -s /var/opt/oracle/sqlnet.ora

Also, missing was symbolic link for tnsnames.ora. Once done, the srvctl start instance/database command succeeded.
